vCore stands for "Virtual Core". A vCore is usually a percentage of an actual physical core, the amount of power given is dependent on the plan. The VPS will still see the vCore as an actual core.
Dedicated RAM is the amount of RAM which is promised to your VPS, meaning you will always have this amount of RAM usable. Burstable RAM is the maximum amount of RAM that the VPS can reach, it is dependent on how much free memory is available on your node.
